Comprehensive assessment of labour inspection and OSH in Syria at the national level

The ILO held a tripartite workshop on the preliminary findings of an assessment of the national labour inspection system and occupational safety and health in Syria.

In collaboration with Syria’s Ministry of Social Affairs and Labour (MOSAL), the ILO held a tripartite consultative workshop with government and social partners to present and discuss the conclusions and recommendations of an assessment of the national labour inspection system and occupational safety and health (OSH) in Syria, allowing them to provide their comments and inputs. The report was finalised based on their feedback and will contribute to the development of a comprehensive reform plan.

Based on the government’s request for relevant technical assistance, the ILO has conducted a comprehensive assessment of labour inspection and OSH in Syria. At the national level, the preliminary findings revealed a number of gaps and weaknesses that should be addressed in order to enhance the effectiveness of the labour inspection and OSH, in addition to bringing them in conformity with the relevant ILS.

Workshop participants included representatives from MOSAL, the General Federation of Trade Unions (GFTU) and Damascus Chamber Industry. It aimed to present the findings and conclusions of the labour inspection assessment report and discuss them with the MOSAL and social partners; receive feedback and comments from the labour inspectorate and social partners regarding the assessment report in order to address them and finalise the report accordingly; discuss the recommendations and potential contents of the labour inspection reform plan; and promote collaboration on labour inspection and OSH between the MOSAL and other partners and institutions.

The outcomes of the workshop included identifying a number of gaps and weakness through the assessment’s preliminary findings that need to be addressed; enhancing the effectiveness of labour inspection and OSH in Syria and thus bringing them info conformity with the relevant ILS; comprehensively defining the challenges that the implementation process may face and finding the optimal solutions to overcome them; and strengthening national and local rules and legislation to tackle the issue of child labour in Syria.
