BackgroundUnder the theme" Strengthen Accident Prevention and Promote Safety Development " of the 9th China International Forum on Work Safety, a side-forum of on Development of OSH Management System is organized on 17 October. This side-forum aims to share cases of OSH management systems and explore the incorporation of Sustaining Competitive and Responsible Enterprises (SCORE) project into OSH management system.
It is widely recognised that the social and economic costs of workplace accidents and diseases create a drag on business competitiveness, reduce the economic welfare of the country. In January 2017, the General Office of the State Council issued the 13th Five-Year Plan on Work Safety, requiring the continuous development of pilot zones for enterprise OSH management. Policies on conversion of technologies into practices will be made.
The ILO partnership with MoEM (Ministry of Emergency Management) to use SCORE Training to capacitate SMEs for better compliance with OSH regulations, represents a best practice and model intervention. The primary focus of The SCORE Programme is to practically demonstrate, at the enterprise level, that productivity and good working conditions, especially good occupational safety and health, are reinforcing forces that improve the competitiveness and sustainability of small and medium enterprises.
SCORE is an ILO global programme that improves productivity and working conditions in small and medium enterprises (SMEs). SCORE Training demonstrates best international practice in the manufacturing and service sectors and helps SMEs to participate in global supply chains. Through the programme, the ILO assists government agencies, training providers, industry associations and trade unions in emerging economies in Africa, Asia and Latin America to offer SCORE Training to enterprises.
The side forum will help the participants to improve their knowledge on the operations and functioning of their implementation of SCORE. SCORE global project manager and representatives from Vietnam and Indonesia will also introduce the latest international trend, challenges, and good practices. Besides, SCORE Chinese pilot enterprises and government representatives from SCORE pilot cities will also share their experiences on combination of SCORE with work safety management. Around 100 participants, including MoEM officials, safety inspectors from all the 32 provinces in China, representatives of companies, academics, and OSH experts from ILO will participate in this side-forum.
