Experts Meeting on Non-Standard Forms of Employment

The ILO Country Office for China and Mongolia and the China Institute of Employment Research (CIER) of Renmin University jointly organized an Expert Meeting on Non-Standard Forms of Employment in Beijing on 25 October 2017. The discussion focused on the trend of non-standard forms of employment; risks and challenges arising from different employment arrangements that deviate from standard employment; and responsive measures to address decent work deficits in non-standard employment.

Ms Janine Berg, ILO Senior Economist, presented an overview of the global situation of non-standard employment, and Professor Zeng Xiangquan, Director of CIER shared his study on non-standard forms of employment in China.

Representatives from the Ministry of Human Resources and Social Security, the All-China Federation of Trade Unions, the China Enterprise Confederation, academia and enterprises joined the meeting. They recognized the increasing trend of the non-standard employment in China and its impacts on national economic and social development, and proposed responsive measures addressing decent work deficits from the perspectives of law, social protection and social dialogue.

Ms Janine Berg reiterated that regardless of the contractual form, it has to be “decent”.
