ILO/CEC Training Workshop on Issues and Risks in Labour Relations: Challenges for Collective Bargaining for Employers

The workshop is to develop a better understanding of the risks and challenges in labour relations faced by employers, promote proactive approaches to risk prevention, and strengthen social dialogue, including collective bargaining, in order to tackle the challenges.

China's new economic environment, featuring slower overall growth, supply-side structural reform, industrial upgrading, expansion of service industries, and emergence of new economic sectors, has brought tremendous changes and challenges in the employment and industrial relations in China. According to the Ministry of Human Resources and Social Security, labour and personnel dispute mediation organizations and arbitration institutions have handled a total of 1.721 million cases in 2015, an increase of 10.4% compared to 2014.

In order to inform and train employers to respond effectively to the labour relations challenges, domestic and international experts are presenting on key issues including,
  • Overview of challenges and issues in labour relations;
  • Risk analysis on compliance with the Labour Contract Law;
  • Challenges on wage, salary and working time;
  • Risks in non-standard forms of employment;
  • Labour dispute resolution at enterprise level;
  • Collective bargaining and collective dispute resolution in the context of company restructuring.
The training workshop is jointly organized by China Enterprise Confederation (CEC) and the ILO. Focused group discussions is an important component of the training to generate feedbacks and proposed actions from employers.

Representatives from local enterprises and employers’ organizations are joining the training. A follow-up round of training is scheduled in Guizhou Province in June, 2017.
