Combined training organized for OSH inspectors and SCORE trainers

The training aims to facilitate the exchange of knowledge and experience between OSH inspectors and the trainers of Sustaining Competitive and Responsible Enterprises project (SCORE).

The ILO/SAWS Workshop on OSH Inspection Capacity Building and SCORE TOT Training was held in Chengdu from 28-30 October 2014. This workshop, organized under framework of the ILO/Norway Project on Labour Inspection and the SCORE project, combined the training for OSH inspectors and SCORE trainers to facilitate the exchange of knowledge and experience between OSH inspectors and SCORE trainers. This event also marks the beginning of the phase 2 of the SCORE project, which has already trained 10 pilot SMEs in Sichuan to improve their productivity and OSH management in the phase 1.

Shi Yanping, Director of the Department of International Cooperation of SAWS, stressed the challenges of improving safety and health in SMEs and the strong needs of OSH inspectors for capacity building. She congratulated the SCORE pilot enterprises for the very positive progress and called for the promotion of the SCORE approach in other localities. She expressed the hope for the early ratification of theLabour Inspection Convention, 1947 (No. 81) and the Promotional Framework for Occupational Safety and Health Convention, 2006 (No. 187) by China and confirmed that studies on these two conventions are being organized by MOHRSS and SAWS.

Tim De Meyer, Director of the ILO Country Office for China and Mongolia, highlighted the importance of SMEs, especially the “sustainable, competitive and responsible enterprises”, in contributing to the realization of the Chinese dream. He shared his concerns on the working conditions in SMEs and underscored the importance of public support to SMEs, including a service infrastructure for training on OSH and a crucial intervention by OSH inspectors. He encouraged the OSH inspectors to adopt a special and pro-active strategy to facilitate SME compliance with legislation.

Around 50 OSH inspectors, SCORE trainers and representatives of SMEs have been trained in the 3-day workshop on ILO labour inspection and OSH standards, international experience of OSH inspection in SMEs, and SCORE training modules.
