The agreement sets out a cooperation framework that ILO and MEM will work together to promote the dynamic integration of SCORE Training methods and approach into the enterprise safety management standardization system. Under the framework of the South-South Cooperation of the Belt and Road Initiative, the project intends to support workers’ participation in enterprise’ work safety management system. This will include the promotion of a standardized management system on work safety in the Belt and Road countries in order to enhance their workplace safety management.

Since 2014, ILO and MEM (the former State Administration of Work Safety) has worked together in training pilot enterprises on SCORE Training modules, which has greatly enhanced the workers’ participation in safety management in participating pilot enterprises. The safety management’s capacity of these participating enterprises has been significantly improved.

In the new round of the cooperation, both parties will jointly responsible for the achievement of the goals stated in this agreement, continue the development of SCORE Training system and enhance the trainers’ capacity building. Both parties will improve the consulting and training capacities of the service providers and the project evaluation approach. It aims to strengthen the promotion of SCORE Training and increase the effective integration of SCORE Training into safety supervision and enterprise management system in China.

The cooperation will start with integrating SCORE Training into local work safety systems in the existing pilot areas including Beijing Fangshan and Zhejiang Huzhou. The project pilot areas may be expanded depending on the outcome of current implementation.
