Lao People’s Democratic Republic has now made important steps towards development of Occupational Safety and Health (OSH) legal framework

Tripartite partners reviewed and discussed the ILO comparative analysis of the Lao OSH legislation.

VIENTIANE, Lao People's Democratic Republic (ILO News) - Recommendations on updating OSH laws, based on the comparative analysis were validated at the national workshop in Vientiane on 12 October 2023, jointly organized by the Ministry of Labour and Social Welfare (MoLSW) and the ILO, through the ILO/Korea Partnership Programme. A total of 31 participants (11 Female, 20 Male), representing the MoLSW, Lao Federation Trade Union (LFTU), Lao National Chamber of Commerce and Industry (LNCCI), relevant government officers in charge of OSH, discussed the improvement of OSH legal framework in Lao PDR.


The tripartite participants reviewed the main recommendations of the comparative analysis of the current legal provisions of the Lao PDR’s national laws and regulations and two ILO Conventions (C155 and C187); validate the comparative analysis; and discuss follow-up actions. Gaps between the current legal provisions and two ILO Conventions were presented by the ILO International Labour Standards and Labour Law Specialist and ILO Recommendations on updating laws were discussed and accepted. The participants discussed follow-up actions on the three main recommendations of the comparative analysis: Review and update of OSH legislation; OSH training and education; and Collection and use of OSH data.

It was agreed that ILO, in collaboration with tripartite partners, to continue providing technical assistance in the development of OSH legal framework, in particular, monitoring and evaluation of OSH Decree implementation and its possible amendment, aiming to develop and adopt a consolidated OSH Act in 2029.
