ILO and PSMB (HRD Corp) join hands to promote lifelong learning and employability in Malaysia

Agreement will see collaboration aimed at promoting lifelong learning, and enhancing employability throughout the country.

KUALA LUMPUR (ILO News) – The International Labour Organization (ILO) and Pembangunan Sumber Manusia Berhad (PSMB) – also known as the Human Resources Development Corporation (HRD Corp) – have entered into an agreement to bolster human resource development in Malaysia.

A Memorandum of Understanding (MOU) exchanged during the National Human Capital Conference & Exhibition in Kuala Lumpur on 30 October 2023, will see HRD Corp and ILO collaborate to promote lifelong learning, employability, and sustainable economic and social development in the country.

They will work together to enhance the skills and competencies of workers in Malaysia, with a focus on vulnerable groups. Particular emphasis will be placed on inclusive and sustainable investment in education, training, and lifelong learning. ILO and HRD Corp will also share knowledge and best practices to promote social inclusion in Malaysia's skills and technical and vocational education and training (TVET) systems.

This collaboration between HRD Corp and ILO is expected to have a significant impact on the skills development and employability of individuals in Malaysia.

Panudda Boonpala, ILO Deputy Regional Director for Asia and the Pacific said, “Strengthening skills and training is paramount for inclusive economic growth and decent work opportunities in Malaysia. The International Labour Organization is committed to working alongside HRD Corp to support these efforts, promoting lifelong learning, continuous and inclusive professional development, and enhancing employability. Together, we can create a brighter future for all Malaysians.”

The Human Resources Development Corporation is an agency under the purview of the Ministry of Human Resources Malaysia. It works to retrain and upgrade the skills of employees, apprentices and trainees in line with business needs and the development strategy of the country.

The MOU builds on the results of the ILO’s UK-funded Skills for Prosperity (SfP) Programme which ended in Malaysia on 30 September 2023. The SfP programme worked with government, employers’ and workers’ organizations and other stakeholders to improve employability, employment opportunities and earning potential of workers in Malaysia.
