Training series commences under ILO-MoFLSS cooperation for Employees of the Department of Guidance and Inspection
Training series commenced in Ankara for employees of the Department of Guidance and Inspection on Temporary and International Protection, Work, Inspection and Judicial Process for Foreigners
The programme started with the opening remarks by Mr. Numan Özcan, Director of the ILO Office for Turkey, and Mr. Hulusi Ay, the Director for Guidance and Inspection of MoFLSS.
The training is delivered by a group of trainers led by Prof. Dr. Oğuz Karadeniz, a faculty member of Pamukkale University, to 70 Chief Labour Inspectors, Labour Inspectors and Assistant Labour Inspectors from Adana, Bursa, Istanbul and Izmir offices of the Department of Guidance and Inspection.
In the programme, Onur Batuman, a Chief Labour Inspector from the Department of Guidance and Inspection, explained the mandate and activities of the institution; and Chief Labour Inspector Gülcan Eriş provided information on the legislation on the work of foreigners. Prof. Dr. Oğuz Karadeniz delivered a training session on “Social Security and Labour Market Status of Foreigners in Turkey.”
Judge Mehmet Cihangir, Head of Training Department of the Ministry of Justice, explained key concepts relating to migration, refugees and asylum-seekers. The training then continued with case analyses of judicial decisions jointly presented by Judge Cihangir and Judge Yusuf Demirci.
The second day of the programme will feature training sessions to be delivered by Arsenio Fernández from ILO Head Office, Juan Ramón Seco from the Spanish Ministry of Labour, Migration and Social Security and Teresa Pargana from the Portuguese Ministry of Labour, Solidarity and Security.
The training series aims to strengthen the institutional capacities of labour inspectors to guide the public, employers and workers by providing support in international and judicial matters.
The series will continue in the upcoming months for labour inspectors working in Adana, Gaziantep and Şanlıurfa. By the end of the programme, 280 labour inspectors will have received training.
The training is organised in the context of the project “Promoting Decent Job Opportunities for Syrians and Host Communities” financed by the United States Government, and the project “Job Creation and Entrepreneurship Opportunities for Syrians under Temporary Protection and Host Communities in Turkey” financed by the European Union.
