ILO’s 10th European Regional Meeting Covers the Public-Private Partnership in Combating Child Labour in Seasonal Agriculture

In the 10th European Regional Meeting of the International Labour Organization (ILO)* a stand was launched by the Association of Chocolate, Biscuits and Confectionery Industries of Europe (CAOBISCO) to share information concerning activities to eliminate child labour in seasonal hazelnut agriculture carried out.

The project on “An Integrated Model for the Elimination of Worst Forms of Child Labour in Seasonal Agriculture in Hazelnut Harvesting in Turkey” ** was launched in 2012 jointly by ILO and the Ministry of Labour and Social Security as a public-private partnership with the support of CAOBISCO and the Government of Netherlands. The project was introduced to participants from governments, social partners, international organizations and academia during the 10th European Regional Meeting of ILO.

Mr. Guy Ryder, ILO Director General and Ms. Marianne Thyssen, European Commissioner for Employment, Social Affairs, Skills and Labour Mobility were among the visitors of the stand. Visitors of the stand shared information concerning the model of strategic intervention to eliminate child labour in seasonal hazelnut agriculture developed under the project, child labour monitoring mechanism and steps taken for sustainability and policy development. During the three-day meeting the documentaries “Pikolo I: Growing to a better future” and “Pikolo II: One year older” produced within the framework of the project were screened.

Also, there was a video during the opening of the meeting underlining the future perspective in access to decent work which included the stories of children withdrawn from work and referred to education as the outcome of the project.

*ILO’s European Regional Meeting is held in every four years bringing together representatives of government, employers and workers from European and Central Asian countries. The tenth regional meeting was held in İstanbul on 2-5 October 2017. The meeting addressed various issues including technological developments, globalization, demographic trends, migrant and refugee mobility and dynamic processes that shape the future of the world of work in the context of environmental challenges.

**The project was launched in 2012 jointly by ILO and the Ministry of Labour and Social Security to eliminate worst forms of child labour in seasonal hazelnut agriculture. The project originally started in Ordu Province in the region of Eastern Black Sea. Following the successful first phase the project was later expanded in 2015 so as to cover Düzce and Sakarya in the western Black Sea region, and Şanlıurfa Province in the southeast that sends migrant agricultural workers to other parts of the country. The overall aim of the project is to contribute to the elimination of worst forms of child labour in seasonal agriculture in line with the framework set in Government’s National Employment Strategy (2014-2023). The project envisages the withdrawal of children from worst forms of child labour, contribution to local capacity building to prevent child labour, and raising awareness on the issue.
