Capacity of Egyptian Government, Workers’ and Employers’ Organizations Strengthened to Combat Child Labour

ILO will continue its work in supporting the national constituents in combating child labour with high emphasis on its worst forms.

Project background:

Child labour is a challenging phenomenon in Egypt; the latest ILO/ Central Agency for Public Mobilization and Statistics (CAPMAS) National Child Labour Survey indicates that 1.6 million children are engaged in hazardous or unlawful forms of work among the 1.8 million working children in Egypt. Egypt has ratified the Convention no. 182-Worst Forms of Child Labour and Convention no. 138- Minimum Age Convention and made some progress, however, many challenges remain. There is a need for more efforts and measures to eliminate the worst forms of child labour. Based on previous national and international best practices, ILO will continue its work in supporting the national constituents in combating child labour with high emphasis on its worst forms.

Implementation strategy:

During implementation, the project will adopt a comprehensive approach at three levels: the policy framework, the workplace and the child.
The project strategy is to ensure, in partnership with other relevant stakeholders and counterparts, the mainstreaming of the below three approaches for sustainable development through all activities:
  • International Labour Standards (ILS)
  • Gender Sensitivity
  • Social Dialogue

Objectives and expected outcomes:

  • Strengthening the capacity of Egyptian Government, Workers’ and Employers’ Organization to combat child labour.
  • Providing technical advice to the Government of Egypt to review child labour policies.
  • Finalizing the National Action Plan on Combating the Worst Forms of Child Labour in Egypt and supporting the constituents and relevant partners to implement it.
  • Promoting an upgraded apprenticeship system for working age girls and boys.
  • Sharing knowledge and good practices on combating child labour.
  • Raising the level of awareness on the notion of child labour among constituents, institutions and society.
