Social Protection Bill moving forward

During the months of June and July, the Zambian Ministry of Labour and Social Security, with the support of the International Labour Organization (ILO), organised a series of workshops on the development of the National Social Protection Bill.

A legal drafting workshop took place at the Ndozo Lodge in Lusaka from the 12th – 30th June. It involved three senior legal drafters who were assigned to work with the core technical teams on Social Protection to finalize the Fourth Draft National Social Protection Bill. The Bill intends to provide a comprehensive and integrated institutional framework for social protection. The ILO has been providing technical and financial support along the process including delivering technical memos raising key issues for consideration in relation to the scope of application, key design parameters of the social security and proposed institutional framework.

Following the drafting workshop, the ILO supported social partners’ consultative meetings to help them develop their respective position papers. ILO provided further assistance to the Tripartite Consultative Labour Council's (TCLC) Technical Committee for the preparation of the TCLC. Subsequently three meetings of the TCLC were held on 21st ,28th of July and 1st of August in which the ILO constituents debated until they reached consensus of the various elements of the Social Protection Bill. 

Background


In June 2014, the Government launched the National Social Protection Policy (NSPP) to facilitate the implementation of a comprehensive and integrated national social protection system. The proposed Social Protection Bill aims at creating this proposed system and to contribute to extend population coverage as well as the range of social protection benefits provided to the citizens of Zambia, in line with the Convention on Social Security (minimum standards), 1952, (No. 102) and Recommendations on Social Protection Floors, 2012, No. 202
