National Policy Dialogue on Labour-Based Technology for Infrastructure Development

The National Council for Construction (NCC) in collaboration with the International Labour Organisation (ILO), Road Development Agency (RDA), the National Road Fund Agency (NRFA), the Ministry of Transport, Works, Supply and Communications (MTWSC) and the Ministry of Labour and Social Security (MLSS) hosted the National Policy Dialogue on Mainstreaming of Labour Development Workshop, from30-31 May 2013 at the New Government Complex, Lusaka, Zambia.

The National Council for Construction (NCC) in collaboration with the International Labour Organisation (ILO), Road Development Agency (RDA), the National Road Fund Agency (NRFA), the Ministry of Transport, Works, Supply and Communications (MTWSC) and the Ministry of Labour and Social Security (MLSS) hosted the National Policy Dialogue on Mainstreaming of Labour Development Workshop, from30-31 May 2013 at the New Government Complex, Lusaka, Zambia.

The purpose of this meeting was:
  • To enlighten stakeholders on the benefits of the employment intensive (or labour –based) approach in infrastructure as a new means in addressing unemployment.
  • To promote a policy shift aimed at instituting labour-based techniques in all infrastructural developments led by Government and the private sector.

Zambia is not new to the labour based approach, having applied it through Feeder Roads Project which was implemented from 1987 to 1994 and provided Zambians with jobs, improved transport, communication and infrastructure for the Northern and Eastern Province.

This Project was implemented through the Ministry of Local Government and Housing with funding from the Governments of Norway and Finland with technical support from the ILO, UNCDF, and UNDP.
