Implementing and strengthening quality apprenticeship in Tanzania

The project supports the development and implementation of apprenticeship training programmes in Tanzania. It was extended from May 2016 to December 2017.

ILO provides technical support which is a key component of skills development. A key area within the skills development component where ILO offers its assistance is in technical and vocational skills. ILO pursued the development of Technical, Vocational, Education and Training (TVET) policy in mainland Tanzania, development of an informal apprenticeship policy for Zanzibar, piloting formal apprenticeship programme in hospitality framework and recognition of prior learning in mainland Tanzania.

Brief background

The ILO, through the UNDAP outcome on skills development is supporting development and implementation of apprenticeship training programme to complement institution based training programmes. ILO provides technical assistance to Tanzanian social partners to develop, implement and institutionalize quality apprenticeship. The apprenticeship programme in Tanzania is championed by the Association of Tanzania Employers (ATE) through its Tourism members (Tourism confederation of Tanzania and Hotel Association of Tanzania) and received support from the Government. The ILO has successfully supported a pilot Certified Apprenticeship programme in Hotel Operations in two regions in the country.

Objective

Support development and implementation of skills strategy (ies) that improves labour market productivity and employability of apprentices.

Main activities/Implementation strategy

ILO support availed national implementing partners which includes Tourism Confederation of Tanzania (TCT), Hotel Association of Tanzania (HAT) in collaboration with National College of Tourism (NCT). Through an interim tripartite sector committee, partners designed a curriculum, had it accredited and agreed on the framework for implementation of the formal apprenticeship programme.

Furthermore, the apprenticeship programme is implemented by the college as well as by the hotels. 40 percent training is done by the college; 60 percent training is done in and by the hotels. The hotels provide all practical and hands on training of the occupations while providing the apprentices with requisite work attitude culture and dynamics. The programme is run for 120 weeks divided into two academic years.

Hotels pay apprenticeship allowance to the trainees during their company training whilst trainees pay the college fee; college provides theoretical and conceptual trainings and introductory functional skills into the occupation; they also jointly administer assessments and exams with the industry and finally accredit the successful apprentices.

Outcomes/Expected Deliverables

Successful development and implementation of first ever fully accredited formal Apprenticeship programme in selected sector (s)
The programme is to be expanded to new geographical locations from the original one, Dar es Salaam and include more occupations: 
  1. National Framework for quality apprenticeship finalized and adopted.
  2. Apprenticeship implementation tools developed and applied.
  3. Strengthened capacity of national Partners to design, develop and implement work based training programmes.
  4. Increased number of companies participating in implementing quality apprenticeship programmes.
  5. Support for institutionalization of the quality apprenticeships within social partners’ plans and strategies integrating it in national skills and Human resource development polices and strategies as well.
