This is the first Strategic Plan for the Horn of Africa Confederation of Trade Unions (HACTU). The inaugural strategic plan presents a diagnostic analysis of HACTU’s internal and external environment. It identifies key change-oriented results that HACTU wishes to achieve for the period 2022-2027 and sets out the strategies to be executed to achieve the desired results. These have been used to inform the development of the 2023 – 2027 Strategic Plan to guide the Confederation over the next five years.
