Ginebra, 25 de febrero de 2011 (ACTRAV INFO)-La Oficina de Actividades para los trabajadores (ACTRAV) de la OIT y la Confederación Sindical Internacional (CSI) organizaron en forma conjunta jun seminario internacional sobre “Organización en las Zonas francas de exportación (ZFE)” en Bruselas del 21 al 23 de febrero de 2011.

Este seminario fue inaugurado por Dan Cunniah, el Director de ACTRAV, y Sharan Burrow, Secretario General de la CSI, que reunió a unos 30 participantes de 16 países. Los participantes discutieron sobre las condiciones de trabajo en las ZFE en el mundo, evaluaron la contribución de las ZFE al desarrollo económico y social y discutieron las estrategias para organizar a los trabajadores de dichas zonas.

Según las estimaciones de la OIT, las ZFE están aumentando en todo el mundo. Hoy, existen más de 3.500 ZFE en cerca de 130 países y territorios en todo el mundo. Un cálculo conservador de la OIT estima que en las empresas de las EPZ se encuentran empleados sobre 66 millones de trabajadores. Estos trabajadores son, en gran parte, mujeres jóvenes, en su mayoría pobres y, con frecuencia, migrantes.

El seminario observó que estas zonas estaban plagadas de numerosas violaciones a la legislación laboral nacional y a las normas internacionales del trabajo. Sin embargo, es en este ámbito de la libertad sindical y de la negociación colectiva que las violaciones de los derechos de los trabajadores han sido más flagrantes. A pesar de las dificultades, los participantes compartieron ideas sobre una amplia gama de estrategias que estaban usando para organizar a los trabajadores de las ZFE. Estas estrategias estaban conduciendo a la creación de sindicatos en las zonas. Un ejemplo típico fue el caso de los trabajadores electrónicos de las ZFE en Indonesia. Los participantes adoptaron un plan de acción de seguimiento que incluye el trabajo futuro en los sectores/ámbitos de la organización, la creación de redes, el fortalecimiento de la capacidad y el apoyo legal.
