Strengthening the Core Labour Standards Ratification Campaign & Giving Importance to Youth Involvement

The Central Trade Union Organizations since 2010 have shown unity in taking forward the national campaign activities on promotion of ratification of the ILO Core Conventions, which India has not yet ratified namely, C.87 (Freedom of Association), C.98 (Collective Bargaining), C.138 (Minimum Age of Employment) and C.182 (Worst Forms of Child Labour). These efforts need to be further strengthened to create massive awareness among the workers from all sectors and also to build trade union leaderships amongst the youth and women to be able to reach out to the large masses.

Under the ILO - ACTRAV activities, it is planned to assist the central trade unions through various activities. Some of these activities are, on promotion of ratification of CLS, Organizing domestic workers into trade unions and training youth and women workers on trade union leadership and decent work. In 2012 ACTRAV assisted the central trade unions in highlighting the importance of involving the youth in the ratification campaign. An action plan and a commitment to action was agreed upon and support from ILO was sort on the activities identified in the action plan.

In this background, it is planned to conduct four days training programme / workshop for 30 youth cadres’ men and women from the central unions covering the southern states (Andhra Pradesh, Karnataka, Kerala & Tamil Nadu) in India. The objectives of the training programme / workshop are to a) strengthen the trade union platform for ratification of Core Labour Standards, b) strengthen the role of youth in the ratification campaign and c) harnessing the potentials of Information Technology (IT) tools to strengthen the overall ratification campaign.

The training programme will be conducted in a participatory manner along with presentations and experience sharing sessions from the trade unions on their experiences in organizing the workers from the various sectors. The training programme will be facilitated by the Senior Specialist on Workers Activities, ILO - New Delhi, National Programme Manager, ILO – Chennai and three resource persons who are experts on various topics related to trade union activities in India.
