โดยประวัติศาสตร์แล้ว ภาคเกษตรถือเป็นกระดูกสันหลังของเศรษฐกิจไทย ประชากรวัยทำงานส่วนใหญ่ของประเทศมีการจ้างงานอยู่ในภาคเกษตร ทั้งนี้ แม้ว่าแรงงานในภาคเกษตรจะมีจำนวนลดลดงในช่วงหลายปีที่ผ่านมา แต่ยังมีแรงงานจำนวนถึง 12.7 ล้านคน ที่ยังทำงานอยู่ในภาคเกษตร หรือคิดเป็น 30% ของแรงงานทั้งหมดในประเทศ โดยภาคเกษตรมีแนวโน้มต้องพึ่งพาแรงงานข้ามชาติจากกัมพูชา สปป. ลาว และเมียนมามากยิ่งขึ้น เพื่อช่วยอุดช่องว่างการขาดแคลนแรงงานที่นับวันยิ่งสูงขึ้น

Working and employment conditions in the agriculture sector in Thailand: A survey of migrants working on Thai sugarcane, rubber, oil palm and maize farms

Thailand's agriculture sector increasingly depends on migrant workers from Cambodia, the Lao People's Democratic Republic, and Myanmar. This report, based on a survey of migrant workers and interviews with migrant workers and key informants, sheds light on the situation of migrant workers in this sector. It identifies gaps in policies and practices and provides a set of recommendations.

Myanmar: Legal Review of national laws and regulations related to child labour in light of international standards 2020, Executive report

This paper summarizes a review of laws and practice relating to child labour that was as undertaken in and covers developments up to December 2020, as well as the existing practices in Myanmar are implementing the requirements of the international standards on child labour, such as in particular the UN Convention on the Rights of the Child; the ILO Minimum Age Convention, 1973 (No. 138) and the ILO Worst Forms of Child Labour Convention, 1999 (No. 182).

မြန်မာနိုင်ငံတွင် ကလေးသူငယ် ၁၁ ဦးတွင် ၁ ဦးသည် ကလေးအလုပ်သမားအဖြစ်နှင့် ပိတ်မိနေပြီး ထိုကလေး အလုပ်သမားများထဲမှ ထက်ဝက်သည် အန္တရာယ်ရှိသော အခြေအနေများကို တွေ့ကြုံနေကြရသည်။ ကလေးအလုပ်သမားဖြစ်ခြင်းသည် ကလေးများအား ပညာသင်ကြားမှု မရနိုင်ပါ၊ ကျန်းမာရေးနှင့် ဖွံ့ဖြိုးမှုကို ထိခိုက်စေရုံမျှမက အသက်အန္တရာယ် ရှိနိုင်သည်၊ ကလေးများ၊ ရပ်ရွာလူထုများနှင့် နိုင်ငံ တိုးတက်ရေးကို အတားအဆီး ဖြစ်စေပါသည်။ ထို့အပြင် ကလေးအလုပ်သမား ဖြစ်စေခြင်းသည် တရားဥပဒေကို ဆန့်ကျင် ချိုးဖောက်သည်။

Employment termination in Myanmar: Rules and payment on separation

When an employment relationship permanently ends, an employee reserves certain rights and an employer has certain obligations according to labour laws and employment agreements. The worker’s rights often include an advance notification of employment termination and monies on separation, with which employers are liable to comply.

The National Social Security System in Myanmar is regulated by the Social Security Law, 2012 (SSL), which amended the Social Security Act, 1954. The SSL was enacted on 31 August 2012, and came into force on 1 April 2014. In accordance with the provisions of the SSL , the Government and the Ministry of Labour, Employment and Social Security (MOLES) adopted the implementing regulations – the Social Security Rules, 2014 (SSR) – on 2 April 2014, and as a result, the gradual implementation of social security schemes commenced.
