Occupational safety and health vary amongst Pacific Island countries. Fiji is ahead in its legislation, inspectorate and implementation. It has extended its bi-lateral relations to assist Papua New Guinea and Kiribati. Samoa, Solomon Islands and Vanuatu have also progressed in the implementation of their OSH legislation whilst Tuvalu and Marshall Islands are at the beginning stages of promoting OSH legislations.

Pacific Island Labour Ministers and social partners have reached an agreement to support a jobs-led recovery by promoting decent work in the Pacific region by adopting the Port Vila Statement on Decent Work and its accompanying ‘Pacific Action Plan for Decent Work’.

This High-Level meeting took into account developments in the region and discussed a Regional Implementation Plan for decent work. It served as a platform to identify existing constraints and opportunities for promoting/accelerating implementation of ILO Decent Work Country Programmes, in particular in light of the global economic crisis and climate change.

In the aftermath of the global economic downturn and a lingering jobs crisis, the ILO is convening a high-level meeting on Decent Work for Sustainable Development in the Pacific from 8 to February in Vanuatu.

The project aims to contribute to the current regional policy debate on climate change and sustainable development by introducing employment and social elements that remain largely unaddressed and developing the capacity of the ILO constituents to engage effectively in policy dialogue and program implementation.

The proposed programme addresses issues of International Labour Standards and decent work promotion, as well as protection for maritime workers. It builds on past ILO projects to promote ILS ratification and implementation and specifically builds on the Maritime Labour Convention (MLC) gap analyses recently carried out. It also seeks to implement the ILO report on establishment of a regional seafarers' identity documents (SIDs) issuance system.

The immediate objective of the project will be to improve labour market information and analysis processes and systems and institutional capacity at the national and regional level, through enhanced coordination and mobilization of regional resources and expertise, as outlined in the Forum Economic Action Plan 2009. The development objective is to increase understanding of Pacific labour markets based on sound labour market statistics for the formulation of policies and programmes that can support enhanced intra-regional labour mobility, create decent employment opportunities, particularly for women and youth, and support economic growth and economic integration.
