This paper examines private employment agencies and temporary agency work in a country having ratified the Private Employment Agencies Convention, 1997 (No. 181), Morocco. In 2011, Morocco was the largest market in North Africa for employment agencies, with an estimated 1,200 agencies. Leading agencies have expressed concern about youth employment, and their commitment to actively work on the issue.

It was written by Ghada Ahmed (Research Associate, Center on Globalization, Governance and Competitiveness, Duke University, Durham, North Carolina) as background research for an Issues paper for discussion at the Global Dialogue Forum on the Role of Private Employment Agencies in Promoting Decent Work and Improving the Functioning of Labour Markets in Private Services Sectors, Geneva, 18–19 October 2011.
