This report served as background paper for the 13th Session of the Joint ILO–UNESCO Committee of Experts on the Application of the Recommendations concerning Teaching Personnel(CEART).
Assessing teaching to identify opportunities for professional development and for evaluative purposes are essential for ensuring quality learning and teaching in higher education. The purpose of this paper is to discuss these challenges and issues and to propose recommendations for supporting quality assessments of teaching.
