Employment Relationship, Rights at Work and Social Protection

The ILO Governing Body approved an Action Programme "Transport Equipment Manufacturing- Employment Relationship, Rights at Work and Social Protection" for the biennium 2008-09. The plan was to start activities in two countries in 2008 and two more countries in 2009. However, by September 2008 suitable countries had not been identified and, moreover, the global economic crisis started to have major influence on the automotive industry. Therefore the Action Programme was changed to consist of a regional workshop for Asia-Pacific and a global study on automotive industry with case studies on selected countries.
A global study on the automotive industry was conducted. In addition, five country studies were prepared: Australia, India, Republic of Korea and Malaysia for the Asia-Pacific workshop and Brazil for a planned national workshop.

A three-day workshop for Asia-Pacific was held in Tokyo on December 7-9 in 2009. 26 delegates and 19 observers from all eight invited countries participated in the workshop, together with ten resource persons and members of the ILO Governing Body.

The workshop arrived at several points of consensus that deal with sustainable industry, response to the economic crisis, irregular workers, training, social dialogue and ILO Global Jobs Pact.

The five country studies prepared were published in 2010 as a part of Sectoral Activities Department Working Paper No 278 “Automotive Industry: Trends and Reflexions”.

Countries covered: Australia, India, Indonesia, Japan, Republic of Korea, Malaysia, Philippines and Thailand (participants in the Asia-Pacific workshop), Brazil (country study)
