The National Training Agency is the new umbrella agency
for effecting reform in technical and vocational education and training
(TVET) in Trinidad and Tobago. Its role is to co-ordinate and regulate
technical and vocational education and training, promoting and facilitating
a coherent system of quality TVET.
This system is designed to satisfy the changing needs of industry
as well as cater to the aspirations of individuals in pursuit of their
career goals and opportunities.
The agency works in close collaboration with the relevant partners
in industry, the professions, education and training.
The National Training Agency was established in January 1999 under
the aegis of the Ministry of Training and Distance Learning.
Services
Standards Setting
The NTA works in consultation with industry experts, employers,
training providers and professional bodies to develop national occupational
standards which clearly define the competencies which are required
for effective workplace performance.
Developing National Vocational Qualifications
A new standardized qualification for technical and vocational education
and training
is presently being developed and introduced by the National Training
Agency, as
part of the TVET reform. Based on the competency standards set by
industry
experts, the qualification will be offered for TVET courses at different
levels. The
new qualification framework will allow people at any stage in their
life to have access to training which is at the right level for
them.
Accrediting TVET Providers
This service is targeted at TVET providers and employers who are
committed to
developing and maintaining quality standards for their centres and
programmes/qualifications. Accreditation not only enhances the credibility
and image of an organization/employer but also assures trainees
that they are getting value for their investment in training.
Quality Enhancement and Auditing Support for TVET Providers
The NTA's Quality Assurance Department provides guidance and support
to
training providers in the widespread use of best practices and standards
as it
pertains to TVET. Assistance is offered in such areas as Quality
Management
Systems, Staff and Physical Resources, Delivery and Assessment.
Labour Market Signalling
Information on labour market demand and supply is critical to human
resource
planning as well as assessing training needs. We work in collaboration
with the
Ministry of Labour, Central Statistical Office, Tourism and Industrial
Development
Company, Ministry of Education and the International Labour Organisation
to
collect and analyse data as it pertains to signals and trends in
the labour market.
Help Desk
Disseminating public information on technical and vocational training
as well as
promoting a culture of lifelong learning is the focus of our Help
Desk. This free
service can be accessed by any member of the public wishing to obtain
basic TVET career information, obtain referrals to TVET providers
and get general information on NTA's role, function and future projects.
Brochures from the major TVET providers are also available at no
cost from the Help Desk. The Help Desk can be accessed via phone,
written mail, e-mail or even by a visit to NTA's office.

of Trinidad and Tobago releases new occupational standard
On April 5, 2001
the National Training Agency of Trinidad and Tobago officially released
13 national competency-based occupational standards for occupational
areas such as welding, food and beverage service, information technology,
Industrial instrumentation and process operators.

Workshop Summary
Management Training for TVET Institution
The Workshop, which
was held during 13-17 March, 2000, focused on strengthening management
training for TVET institution personnel. The timing of the Workshop
was reflective of a marketplace that is valuing knowledge and skills
and the challenges being promoted by globalization and technological
change in the Caribbean. The two major objectives of the Workshop
included:
Development of management training curricula for
TVET managers for replication throughout the
Caribbean;
Strengthening of personnel
working in the field of TVET by introducing them to management training,
policy development, and varied training delivery systems, including
distance learning.
