THE MINISTER'S OFFICE

RESOLUTION NR. 5, OF JANUARY 28TH, 2002

THE MINISTER OF STATE OF JUSTICE and CHAIRMAN OF THE COUNCIL FOR THE DEFENSE OF THE RIGHTS OF THE HUMAN PERSON, in the use of the legal attributions granted to him by Law nr. 4319, of December 16th, 1964, and in compliance with the unanimous decision of the collegiate, resolves:

Art. 1 A Special Commission for the information and follow-up of denunciations of rural violence, exploitation of forced and slave labor, exploitation of child labor is created hereby. It shall propose mechanisms that may allow for greater efficacy in the prevention and repression of such practices.

Art. 2The Special Commission is composed by:

I - the Secretary of State of Human Rights, who shall act as its chairman;

II - one representative from the Office of the Federal Attorney for the Rights ofCitizens;

III - one representative from the Labor Federal Attorney;

IV - one representative from the Association of Federal Judges;

V - one representative from the Ministry of Labor and Employment;

VI - one representative from the Ministry of Agrarian Development;

VII - one representative from the State Secretariat for Social Assistance -Ministry of Social Welfare and Assistance;

VIII - one representative from the Federal Police Department;

IX - one representative from the Federal Traffic Police Department;

X - one representative from the House of Representatives' Commission on Human Rights;

XI - one representative from the House of Representatives' Commission on Labor, Administration and Public Services;

XII - one representative from the Center for Justice and International Law - CEJIL;

XIII - one representative from the National Council for the Rights of Children - CONANDA;

XIV - one representative from the National Movement for Human - MNDH;

XV - one representative from the Land Pastoral Commission - CPT;

XVI - one representative from the National Confederation of Agricultural Workers - CONTAG;

XVII - one representative from the National Agriculture Confederation - CNA;

XVIII - one representative from the National Forum for the Prevention and Eradication of Child Labor;

XIX - one representative from the News Agency for Infancy Rights (Agência de Notícias dos Direitos da Infância) - ANDI.
Sole Paragraph. The representatives of the abovementioned bodies shall be nominated by their corresponding title holders to the Minister of State of Justice, within ten days counting from the publication of the present administrative rule.

Art. 3In order advise the Commission's work, invitations may be extended to experts on the issues to be dealt by the Special Commission.

Art. 4The Special Commission shall contribute to the work being developed by the Executive Group for Repression Against Forced Labor - GERTRAF.

Art. 5The Special Commission shall carry out its duties for a one-year term, to be extended for the time considered useful to the exercise of its attributions. It shall present partial and final reports of these activities to the Council for the Defense of the Rights of the Human Person.

Art. 6The General Coordination of the Council for the Defense of the Rights of the Human Person and the State Secretariat for Human Rights shall provide the Special Commission with all support required for its attributions.
