Promotion of employment
intensive technologies in public investments in Bolivia, Ecuador and Peru
This project was carried out by the Lima Subregional Office of the ILO with
funding under the ILO/DANIDA agreement. The project
commenced its activities in January 1998, and concentrated initially on
promoting the EIIP concept, familiarizing potential counterparts in Bolivia,
Peru and Ecuador.
In Bolivia, the project has linked itself with the road maintenance department of
the 'Servicio Nacional de Caminos' (SNC), with which it was involved in the
formulation of a pilot project on road maintenance through local small
enterprises.
Post Disaster Needs Assessment
In April 2007 following the major floods in Bolivia, the ILO and FAO undertook a livelihood assessment as part of the Post Disaster Needs Assessment, led by ECLAC. The EIIP was asked to provide technical advice on the post disaster strategic framework that would not only create employment and income to the most vulnerable populations, but would also contribute to the piloting of the ILO-FAO livelihoods assessment toolkit, merging the different but complementary approaches to livelihood analysis and recovery.
IFRTD
In August, at the request of the International Forum on Rural Transport and Development (IFRTD), a training course was carried out on the Integrated Rural Access Planning tool (IRAP). The participants, consisting of the members of the Executive Committee of IFRTD Latin America, were introduced to the different phases and steps of the IRAP process, from data collection and processing, through analysis and mapping, to intervention prioritisation and validation. As part of the course, a rural community was visited with the objective of carrying out a partial data collection exercise and evaluating the detailed and practical information that can be collected by means of the IRAP tool, as well as understanding the access problems that rural communities face in satisfying their basic needs. As a result of the course, it was proposed to carry out similar training courses at country level in the subsequent regional meeting of the IFRTD, and to implement an IRAP pilot project in the region. Proposals were received from national forum groups from different countries, after which it was decided to carry out a first IRAP pilot in Paraguay (see below).
