Universitas is an ILO partnership programme that supports governments, training institutions and actors in developing strategies for human development and decent work.

The programme "Innovation, education and training for Decent Work and Human Development", commonly known as Universitas, is an ILO partnership programme, funded by Italy and other donors. The trust Fund agreement was signed in Geneva in June 2000 by the ILO's Director General and the Italian Minister of Foreign Affairs.
Among other partners it is worth mentioning the Universities of York (Toronto, Canada), Mendès France (Grenoble, France), Cornell (USA), IDHEAP (Lausanne, Suisse) and University for Foreigners Perugia (Italy) (Memorandum of Understanding, 5 May 2006).
The first phase of the program ended in December 2005. (See Evaluation summaries).
The second phase of the program (2006-08) aims at:
- Delivering in partnership with universities, a certificate and a master program on disaster management for Sri Lankan officials;
- Developing innovative training methodologies on Decent Work Agenda for the new network of universities;
- Contributing to the UN Youth Global Initiatives on employment and development of skills.
