Labour inspectors have a vital role to play in promoting good governance in workplace. Having direct access to workplaces, they give advice on how to comply with national standards and legislation, taking formal enforcement action if justified. But they are often significantly under-resourced for the wide range of topics within their mandate, which include occupational safety and health, general working conditions, HIV/AIDS, migrant labour, employment contracts, labour relations, forced labour and child labour.
The ILO has thus given attention to help modernize and reinvigorate labour inspection, and the Declaration on Social Justice for a Fair Globalization, adopted in 2008, recognizes the need for "the building of effective labour inspection systems"*. It is hoped that this Resource Guide will also help member States in their efforts to increase the impact of their inspection systems and to make the goals of the Decent Work agenda a reality.
