Right to vote

 

Delegates are reminded that votes are accepted only from accredited delegates who have registered for the Conference or from advisors who have been registered as their permanent substitutes or whom the delegates have appointed as their substitutes by notice in writing. Votes are not accepted where a delegate does not have the right to vote on account of the non-payment of contributions or incomplete delegations.

Where advisors are temporarily appointed as substitutes, forms for this purpose must be handed in to the secretariat of the Credentials Committee (office A-261, near Door 15) as soon as possible before any sitting at which a vote may be held (today, before 09.30). Substitutes whose names have not been communicated in time to the secretariat of the Credentials Committee will not be recognized at that sitting as having the right to vote in the place of the delegates concerned.

A standard form to enable delegates to notify their departure and the name of the person appointed to act in their stead is distributed in the Conference Hall and is also available at the Information Desk and from the office of the secretariat of the Credentials Committee (A-261). Any delegate finally leaving Geneva and not appointing an advisor to act in his or her stead should also inform the secretariat of the Credentials Committee (A-261) in writing.

Voting procedure for ministers

Ministers, heads of delegation, accredited in their capacity as ministers attending the Conference, and wishing to take part in votes held at the end of the Conference, must ensure that their Government delegates are present with them at the time of voting. They may also take on the status of Government delegate in order to vote in person. In the latter case, they are requested to contact office no. A-261 in order to make the necessary changes.

 

Committee on the Application of Standards

 

PV 13 of the final sitting of the Committee on the Application of Standards, held on 15 June 2004, is available at the secretariat of NORMES (Office 6-147 in the ILO building) for any members who wish to pick it up.

 

Electronic voting system

 

Delegates entitled to vote in Plenary, as well as their substitutes or advisers authorized to act on their behalf, are requested to use the three machines at the information desk to obtain their PINCODE, which will be required to use the electronic voting system in plenary.

 

Conference reports

 

On collecting their badges at the ILO Registration Desk, delegates will receive a form to request reports, which they may wish to complete and return to the Document Distribution Service at the Palais des Nations. The forms will be retained by the Service, which will provide delegates with one report per subject on presentation of their badges. Non-governmental organizations other than employers' and workers' organizations may receive one copy of each report per organization.

 

The Conference and the ILO on the Internet

A site has been created on the Internet for the current session of the Conference, which can be found by following the link from the ILO home page (www.ilo.org). This provides the daily programme of meetings, the list of speakers in plenary, the texts of Conference reports, press releases, etc. The Daily Bulletin can be downloaded in PDF format from the What’s New section of the ILO home page. A number of personal computers have been set up at the Palais des Nations (opposite the Information Desk) and in the library at the ILO building to provide Conference participants with access to the Internet.

 

Delegation mailboxes

 

These boxes, for all official and personal correspondence, are to be found next to the Document Distribution Service, and should be checked at least twice daily.
