 SIXTH ITEM ON THE AGENDA

Delegation of authority under article 18 of the
Standing Orders of the International Labour Conference

1. Article 18 of the Standing Orders of the Conference reads as follows:

Article 18
Proposals involving expenditure

2. Article 22(4) of the Standing Orders of the Governing Body provides that:
Any such delegation shall be made only for one specific session of the Conference, and relate only to proposals involving expenditure during a financial period for which a budget has already been adopted.

3. In case the need for such delegated authority should arise, the Programme, Financial and Administrative Committee may wish, for the period of the 86th (June 1998) Session of the Conference, to delegate to its Officers (i.e. the Chairman and the spokesmen for the Employer and Workers members of the Committee) the authority to carry out its responsibilities under article 18 of the Conference Standing Orders in relation to proposals involving expenditure in the 66th financial period ending 31 December 1999.

4. The Committee may also wish to recommend that the Governing Body make a similar delegation of authority to its Officers under article 18 of the Standing Orders of the Conference.
