Abstract
A number of recent developments in Cambodia, including, for example, the adoption of a Land Law that makes specific reference to the land rights of ethnic minorities (including collective rights to land) and a national decentralization process, have led to a renewed impetus to address the rights of indigenous peoples.

In this regard, PRO-169 project, in collaboration with the ILO-INDISCO programme, has initiated a national project, for an initial period of 12 months with possibilities for extension. This project will work at local, provincial and national levels with indigenous representatives, NGOs, government bodies and other UN agencies to promote and protect the rights of indigenous peoples in Cambodia and improve their living conditions.

The objectives of this project are:

Development Objective
To contribute towards the development of national legislation and policies that integrate the rights, needs and priorities of indigenous and tribal peoples in Cambodia, and to build capacity to implement them.

Immediate objectives
1. - Improvement of the legislative and policy environment concerning indigenous and tribal peoples in Cambodia and facilitation of the effective implementation of such policies and legislation.
2. - Strengthening of indigenous and tribal peoples' own representative organizations to play a more active role in decision-making and development processes.

As part of this project, which adopts a rights-based approach to all questions of relevance to indigenous peoples in Cambodia, PRO-169 project (with the Centre for Advanced Study in Phnom Penh) is undertaking a participatory study of indigenous peoples' participation in poverty reduction strategies (the PRSP process) and indigenous peoples' own perceptions of poverty. This will be followed up in the context of the national project. The PRO 169 project began working in Cambodia in 1997.

Previously, it has assisted in the drafting of a Highland Peoples Development Policy, which was complemented by three phases of workshops:

• 3 workshops on development management, 1998;
• 3 workshops on the policy process (1999)
• A Workshop to Exchange Experiences on Indigenous and Ethnic Minority Development Policy (2002).
