Communiqué to the Annual General Assembly of the ILO Staff Union,
First Session, 30 January 2003

 

  • The elected Titular Representatives for the Field held a series of meetings on 29 January 2003 with the Officers and other members of the Staff Union Committee.

  • The following decisions were taken during these discussions:

    1. The Titular Representatives for the Field noted that the proposed programme of the Staff Union Committee for 2003 deals with important questions directly effecting staff outside of Headquarters.

    2. The Titular Representatives for the Field took particular note of the importance of questions related to: i) improving Field representation in the decision-making process of the Committee, ii) the security of Field staff, iii) the importance of a sound application of Collective Agreements, iv) establishing effective procedures for the resolution of disputes, v) social security, and in particular the proper functioning of SHIF, vi) improved communications, vii) training and career development, viii) equality of treatment between Field and Headquarters staff, and ix) improved functioning of the Common System.

    3. The Staff Union Committee should pay particular attention to the correct application for staff in the Field of rules and procedures, especially those resulting from news set of agreements adopted since the year 2.000, to which no clear guidelines and instructions to managers were attached, and on which appropriate consultations are yet to take place outside HQ – starting with the recognition of Union role and representation throughout the ILO field structure.

    4. The elected Representatives for the Field, both Titular and Substitute, will actively contribute to the drafting of proposed amendments to the Staff Union Rules that will be submitted to a Referendum in 2003, and support in this regard the proposed decision by the Staff Union Committee (annex B-ii-c of document D.3 submitted to the General Assembly).

    5. The Officers of the Staff Union Committee will propose to include in the consultations concerning the referendum on revision of the Staff Union Rules that will be held in 2003 an amendment to the effect of adding an Officer post of Third Vice-President (Field), to be filled in annual rotation by the elected Titular Field Representatives. Meanwhile, the Secretary-General will continue until December 2003 to coordinate field activities as designated by the Committee.

    6. The Working Group on Equality of Treatment between Field and Headquarters will hold at least three plenary meetings from now until 30 November 2003, one of which will occur during the Regional Meeting for Europe scheduled for September 2003 (venue to be determined). The associated costs for participation will be borne by the Staff Union budget, mission credits.

    7. The Staff Union Committee will make sfr 5000 available to each elected Titular Representative to assist in accomplishment of their duties in 2003. This amount will be released in instalments, with the release of instalments beyond the first dependent on a succinct report by the Titular Representative on how monies were spent. A first instalment of sfr 2,000 will be made as soon as possible following the General Assembly meeting.

    8. For the Second Session of the General Assembly in 2003, the Staff Union will produce a summary table of receipts and expenditures, globally and by region, used in support of regional activities. This summary will account for total estimated receipts received via staff union dues for Field staff. It will include the costs of the participation of elected Titular Representatives in statutory meetings, the costs incurred by the Staff Union to facilitate the work of the Titular Representatives, the costs of organizing the European Regional Meeting and possibly an African meeting, and the portion of Union dues paid by Field members that remains in the regions.

    9. The elected Titular members will help the Staff Union Committee to gather information from local Union representatives through quarterly reports on the use of the portion of Union dues that remains in the Region. These reports, preparation for which is provided by Article 21.a.iii of the Staff Union Rules, will present the situation at the end of each trimester.

    10. The Staff Union Committee will explore the possibility of holding in 2004 a Second Global Meeting of Staff Union Representatives. It will consider the possibility of supporting the holding of a Regional Meeting in each Region every second or third year.

    11. The elected Titular Representatives will examine with the Officers and rest of the Staff Union Committee ways in which to better take into account the representativeness of the different Regions and Headquarters in the structure and decision-making process of the Staff Union.
