Non compliance with the ILO’s recruitment and selection rules

On Thursday 6 April 2006 two “calls for expressions of interest” were issued by HRD to identify potential candidates for the vacant posts of Deputy Director (P5) in the San Jose and New York Offices.

While an internal call for candidatures (in strict compliance with Article 4 of the Staff Regulations) could be an appropriate practice, a “call for expressions of interest” from external and internal candidates has never been agreed upon or accepted by the Union as an appropriate procedure for recruitment.

Unless the ensuing procedure regarding the New York and San Jose Offices fully respects Article 4 of the Staff Regulations and relevant agreements reached at the Joint Negotiating Committee, the Staff Union will categorically object to this practice, will support appropriate legal action, and will consider staff mobilisation.
