Circular SHIF 05/2

Geneva, 20 July 2005

Dear all,

You may have just received SHIF circular 05/2 dated 30 June amending rules for elections of representatives of insured members. These amendments introduce ineligibility for "head, chairpersons or general secretaries of associations representing staff at the ILO or ITU". Whatever this may mean, the intention is clearly to infringe upon the right of Union leaders to be elected to the Management Committee.

This was of course not consulted with the ILO Staff Union, and is totally unjustified and unacceptable. Amendments to the SHIF Regulations adopted by the Management Committee come automatically into force if not challenged in writing by at least 200 insured persons within 3 weeks of notification - which in case of individual mailing leaves doubts as to what the deadline maybe - but perhaps as early as the 21 of July. It leaves us very little time to act. Please make sure that as many staff as possible therefore send by 21 July latest the following electronic message to the SHIF Secretary, Mr. Clifford Kunstler: "I hereby request that the amendment contained in SHIF circular O5/2 concerning Rules for Election be submitted to the vote of the insured persons".

Thanks for your urgent action!
