a clarification just dispatched to HRD:
Dear
Ms. Strachan,
HRD
decided to issue the Mobility Policy circular without
final consultation with the SUC. We wish however
to put on record that on several occasions we drew
attention on certain weak parts in the text, especially
the last sentence in paragraph 4 which, while it
adds nothing to the relevant statutory provisions,
generates considerable fears among our colleagues.
To
avoid any ambiguity concerning the position of the
SUC on this matter, we inform staff of the above
clarification.
