Revision of the Staff Union
Rules
As announced at the Annual General Meeting of the ILO
Staff Union on 31 January 2000, the Staff Union Committee
(SUC) is in the process of setting up a Working Group
on the revision of the Staff Union Rules.
Staff Union Working Group on the Revision of the Union
Rules
The mandate of the Working Group is to give adequate
expression to the democratic principles of transparency,
accountability, fair representation and effective functioning
of the Staff Union. The draft of the revised rules must
be submitted, for discussion and decision, to a General
Meeting before the end of this year.
Members interested in participating in this working
group:
Any staff union member who is interested in participating
in this Working Group on Revision of the Staff Union

Friday, 12 May 2000. The first meeting of the Working
Group will be held during the week of 15 May 2000.
The Staff Union Committee
Background
The mandate for the current Staff Union Committee
to deal with revision of the Staff Union Rules comes
from the resolution that was adopted in the Extraordinary
General Meeting on 1 October 1999, which instructed
the SUC "to prepare, without delay, within a maximum
of 12 months, and after widest consultations with the
membership, a draft revision of the Staff Union Rules,
for submission to the General Meeting for approval.
It will be recalled that the resolution of October
1999 was preceded by earlier discussions on this issue.
A resolution was adopted in 1998 by the AGM asking the
SUC to convene a working group on the structure and
functioning of the staff union, with a view to producing
a proposal for amendments to the Staff Union Rules.
Earlier still in 1992, a consultation took place with
the membership on the structure and functioning of the
Staff Union, which was discussed in an Extraordinary
General Meeting in June 1995.
The Working Group which is being set up now will take
into consideration proposals made by previous working
groups.
Issues
The working Group will look into all aspects of the
structure and functioning of the Staff Union as defined
by the Staff Union Rules. The basic guiding principles
are those of transparency, accountability, fair representation
and effective functioning of the Staff Union.
The Working Group will look into issues such as:
- composition and election of the Staff Union Committee;
- means to ensure fair representation at General Meetings
of the members in the field;
- election and role of shop stewards;
- role of regional meetings;
- quorum rules at the General Meeting;
as well as other issues which may be raised by the
Working Group.
Calendar
The Working Group will discuss all issues concerning
the Staff Union Rules as it considers necessary and
conduct widest possible consultations with the membership
through the appropriate means, including meetings, an
e-mail forum and questionnaires. It may decide to set
up a drafting committee to produce the text of the proposed
new rules, for consideration by the SUC and with a view
to its submission to the 2nd session of the
Annual General Meeting to be held before the end of
November 2000.

Révision des
Statuts du Syndicat
Comme annoncé lors de l'Assemblée générale
ordinaire du Syndicat du 31 Janvier 2000, le Comité
est en train de constituer un groupe de travail sur
la révision de ses Statuts
Constitution d'un groupe de travail
Le mandat de ce groupe de travail est d'arriver à
une application adéquate des principes de la
transparence, la responsabilité, la représentation
équitable et l'efficacité dans les statuts
et le fonctionnement du Syndicat. Le projet de révision
des Statuts doit être finalisé avant la
fin de cette année, pour discussion et approbation
lors d'une assemblée générale.

Le Comité du Syndicat
Historique
Lors d'une Assemblée générale
extraordinaire s'étant tenue le 1 er octobre
1999, le Comité à a reçu mandat
pour "élaborer sans retard, dans un délai
maximum de 12 mois et après avoir procédé
à d'amples consultations avec les membres, un
projet de réforme des Statuts du Syndicat, qui
sera soumis à une Assemblée générale
pour approbation" (résolution n° 86).
Pour mémoire, cette résolution d'octobre
1999 avait été précédée
par d'autres discussions sur ce sujet. Une résolution
avait également été adoptée
par l'Assemblée générale en 1998
demandant au Comité de l'époque de créer
un Groupe de travail afin de faire des propositions
d'amendement des Statuts. Et déjà en 1992,
une consultation des membres du Syndicat avait eu lieu
concernant la structure et le fonctionnement du Syndicat,
qui avait été discutée lors d'une
Assemblée générale extraordinaire
en juin 1995.
Le groupe de travail constitué cette année
devra tenir compte des propositions avancées
par les groupes antérieurs.
Mandat
Il devra travailler sur tous les aspects de la structure
et du fonctionnement du Syndicat tels qu'ils sont définis
dans les Statuts actuels. Les principes de base qui
guideront les travaux sont ceux de transparence, responsabilité,
représentation équitable des membres et
une meilleure efficacité de fonctionnement.
Il devra étudier notamment :
- la composition et l'élection du Comité
du Syndicat
- une représentation équitable des membres
du terrain lors des assemblées générales
- l'élection et le rôle des délégués
de services
- le rôle des réunions régionales
- la règle du quorum lors des assemblées
générales,
ainsi que toute autre question que le Groupe de travail
souhaiterait examiner
Calendrier et méthodologie
Le Groupe de travail abordera toutes les questions
concernant les statuts du Syndicat qu'il juge nécessaires,
entreprendra des consultations les plus vastes possibles
parmi les membres et utilisera à cette fin les
moyens les plus appropriés tels que consultations,
réunions, un forum e-mail et des questionnaires.
Il est libre de créer un comité de rédaction
afin de soumettre le texte des nouveaux statuts au Comité
en vue de sa présentation à la seconde
session de l'assemblée générale
devant statutairement se tenir avant fin novembre 2000.
