FIRST SESSION

 

Programme and Strategy of the ILO Staff Union for the year 2002

During the coming year the Staff Union Committee proposes to give special attention to the following issues:



1. Operations and services

1.1 Defend and promote the interests and working conditions of all ILO staff. Special attention to be paid to preserving and promoting staff rights to proper health insurance, and to issues related to occupational safety and health.

1.2 Ensure the effective implementation of signed collective agreements, with particular emphasis on the field; finalize the collective agreements in the pipeline; continue and conclude negotiations with the Administration on proposed amendments to the Statute of the ILO Administrative Tribunal.

1.3 Search for acceptable solutions(1) regarding the situation of colleagues employed under precarious condition, with a view to the eradication of these practices.

1.4 Set up a Union working group to monitor the situation of former ILO officials in certain duty stations, who are suffering the consequences of improper employment terms and conditions.

1.5 Identify issues of common interest between staff and management.

1.6 Improve communications between staff and Staff Union Committee, in close collaboration with shop stewards and Union representatives in the field.

1.7 Organize a membership drive.

2. Advocacy and training

2.1 Ensure that the principles embodied in international labour standards (especially those concerning freedom of association and the right to collective bargaining), in the ILO Declaration on Fundamental Principles and Rights at Work and in other relevant international instruments are extended to all staff, both at headquarters and in the field.

2.2 Defend the principles of the international civil service, notably through transparent and objective recruitment and selection procedures and the independence of international civil servants, based on employment security, fair internal procedures and career development.

2.3 Maintain or establish contacts with staff unions and associations in other international organizations with a view to collaboration and/or affiliation with international trade union organizations.

2.4 Train Staff Union representatives, both at headquarters and in the field, to be able to better fulfil their roles and responsibilities.
