Brief descriptionThe ILO objective – “Decent Work for All” is strongly promoted through the Decent Work Country Programmes (DWCP) initiated by three constituents and agreed with the ILO. The project is aimed at assisting the constituents (Government, Trade Unions and Employers’ Organisations) in eight CIS countries, consisting of the five Central Asian and three Caucasian countries, to put into practice the priorities that they themselves have identified in the pursuit of Decent Work. Thus, the DWCP priorities are aligned with the countries’ priorities and linked with the major development objectives of the long-term National Development Strategies of these CIS countries. The structure of the DWCPs in general is based on the selection of three priorities that the national partners are recurrently initiating:
These nationally defined priorities have been used to define the three main pillars of the project: employment promotion, occupational safety and health and social security. The pursuit of all three aims is based on a systematic and integrated approach (i) at policy level, (ii) for capacity building and (iii) concrete action at beneficiary level, closing the policy gaps between macro policies and micro realities. The project offers the government, social partners and other non-state actors the possibility to mobilize expertise and financial resources on a selection of items described under the DWCPs. Such resources will be used for policy development, capacity building and securing outreach to the most vulnerable groups in the labour market. Strengthening social dialogue at all levels is the hallmark of the ILO, a condition for the implementation of all project activities and therefore leading to an optimal impact in the given circumstances. The ultimate goal of the project is to provide stability and prosperity through the development of Decent and Safe work, focusing on sustainable job creation, promoting better working and living conditions and social security. The practical implementation of the project is fully in line with the Wider Europe Initiative (WEI). WEI promotes security, fair trade and development, alternative energy and environment, an information society and social sustainability. It is a long-term framework programme for development and cooperation, initiated by the Ministry for Foreign Affairs of Finland, which also funds the project.
