Implementing the ILO Code of Practice on HIV/AIDS and the world of work: an education and training manual

Reducing stigma and discrimination and promoting tolerance through HIV/AIDS awareness raising campaigns in 3 pilot regions

Duration: April-December 2009

The project is implemented within the framework of the Joint UN Programme of Support on AIDS in the Russian Federation for 2009-2010. Its objective is to strengthen the capacity of the ILO tripartite partners in 3 selected regions in mitigating stigma and discrimination and increasing tolerance towards HIV positive workers at workplace. Moreover, it is expected that the realization of this project would contribute to the adoption in the regions of the ILO recommendations on implementation of the regional strategies of counteraction of spread of HIV/AIDS and its consequences in the world of work.

This project is a follow-up of a number of projects, implemented by the ILO in Russia and in other countries of the CIS. It relies on the model and approaches that were successfully validated in the previous years – in the course of round table discussions with the regional tripartite partners on HIV/AIDS implications for the world of work, through subsequent development of the regional strategies of counteraction of HIV/AIDS and its consequences in the world of work, and organization of information and education activities for key decision-makers in the region, involved in this problem. The project is also based on the experience and best practices of the HIV/AIDS Workplace Education Programme implemented in 2 pilot regions (Murmansk and Moscow oblast).

The realization of the project could be conditionally divided into 3 stages that are the same for 3 pilot regions.

Stage 1: High-level consultations with the tripartite partners in the pilot regions on the issue of HIV/AIDS in the world of work in order to sensitize them and to introduce the ILO approaches to the problem itself and to the questions of stigma and discrimination.

Stage 2: Round table discussions to raise the level of HIV/AIDS awareness among key decision makers in the regions in the world of work. In the course of these meetings with the representatives of government, associations of employers and trade unions the following questions will be discussed: Basic facts on HIV/AIDS; ILO strategic approach to HIV/AIDS; Stigma and discrimination; Social dialogue as a basis for successful implementation of HIV/AIDS policy; etc

Stage 3: Organization and implementation of the trainings of trainers. Its objective is to train local trainers (from trade unions, OSH centers, NGOs etc) on HIV/AIDS prevention in the world of work with a particular focus on the issues of stigma/discrimination and tolerance. The trainees will be acquainted with the ILO major approaches towards HIV/AIDS at workplace, ILO tools, methodologies and best practices in Russia and abroad and will have the opportunity to discuss and develop “HIV/AIDS and the world of work” training or module for its future introduction in their work.

Expected outcomes of the project:

  • Key stakeholders in the pilot regions effectively counteract stigma and discrimination in the workplace.
  • Team of trainers is formed to carry out trainings on HIV/AIDS at workplace with the focus on stigma and discrimination to ensure sustainability of efforts targeting stigma and discrimination.
