High level policy dialogue on stigma and discrimination and punitive laws towards people living with HIV in the Russian Federation

The project was implemented by the International Labour Organisation jointly with the UN Office on Drugs and Crime (UNODC), UN Population Fund (UNFPA), and United Nations Educational, Scientific, and Cultural Organization within the framework for cooperation with the UN Programme on HIV and AIDS (UNAIDS).

Reducing stigma and discrimination and promoting tolerance through HIV/AIDS awareness raising campaigns in 3 pilot regions
Duration: April 2009-April 2010
The project is implemented within the framework of the Joint UN Programme of Support on AIDS in the Russian Federation for 2009-2010. Its objective is to strengthen the capacity of the ILO tripartite partners in 3 selected regions in mitigating stigma and discrimination and increasing tolerance towards HIV positive workers at workplace. Moreover, it is expected that the realization of this project would contribute to the adoption in the regions of the ILO recommendations on implementation of the regional strategies of counteraction of spread of HIV/AIDS and its consequences in the world of work.

“HIV/AIDS Prevention in the Road Transport Sector of the Russian Federation: Development and Implementing of Policies and Programmes through Social Dialogue”

In autumn 2006, the ILO, in consultation with its constituents in the Russian Federation, embarked on a project titled: “HIV/AIDS in the road transport sector: Developing and implementing policies through social dialogue in the Russian Federation”. This project aims to strengthen the capacity of the constituents in the Russian Federation in developing and implementing through social dialogue HIV/AIDS gender-sensitive policies in the road transport sector with particular emphasis on international drivers.

HIV/AIDS Workplace Education Programme in Russia
Duration: 2004-2007
In September 2004, the HIV/AIDS Workplace Education Program - a three-year project
supported by the US Department of Labor and implemented jointly by the ILO, the Russian Ministry
of Health and Social Development, and social partners - was launched in the Russian Federation.
The project aims to contribute to the prevention of HIV/AIDS in the world of work, the enhancement
of workplace protection and the reduction of its adverse consequences on social, labor and economic development.
The main goal of the project is to assist in the development of national policies and programs aimed at:
- motivating workers to change their behavior in order to decrease the risk of HIV/AIDS;
- reducing the level of employment-related discrimination against persons living with HIV;
- providing the ILO's tripartite constituents, pilot enterprises, employees and their family members
with complete and accurate information about HIV/AIDS prevention.

UNFIP/DFID project on Comprehensive Partnership Strategies for HIV/STI Prevention among Young People in the Russian Federation.
Duration: 2002 - July 2006
Project objectives:
The overall goal of the project was to reduce the incidence oh HIV/STI among young people,
especially girls and young women, by ensuring the availability and access to information,
education health services, counselling for HIV testing and commodities required for young people
to develop and exercise effective life skills
Immediate project’s objectives were to:
1) Ensure that young people and in particular those under higher risk of HIV/STI infection have access to
information and health services and commodities for prevention, diagnosis and treatment of STIs, and HIV/AIDS.
2) Develop local governmental, NGO and media capacity, necessary for the implementation of HIV/AIDS Strategic
Plans as it relates to the achievement of the proposed project goal and general objective.
The ILO component was designed for the two public networks in the Altai territory and Volgograd region:
basic vocational training (further on: BVT) schools and public employment centers and aimed at provide HIV prevention
information, commodities and referrals to youth in vocational schools, employment services, and labour exchanges and build
professional capacity of vocational school teachers and of employment services personnel (including psychologists).
