Perspectives for Labour Market and Social Policy Reform in the Russian Federation

Abstract


The four papers in this volume examine various aspects of the social situation in Russia in the mid-1990s, half a decade after the beginning of the process of transition to a market economy.

The purpose of the first paper "Labour Market Developments and Policies in the Russian Federation" written by Alena Nesporova, is to review labour market developments in Russia and to point out both existing problems and those threatening to emerge in the near future. The second paper "Industrial Relations Reform and Strategies for Social Dialogue in the Russian Federation: An Agenda for Research and Technical Assistance" written by Robert Kyloh, examines potential areas in the industrial relations field for future ILO research and technical co-operation in Russia and evaluates the history of industrial relations policy reform. This includes the reform of labour legislation and the establishment of new institutions in the labour relations field. The third paper "Reforming Wage Policy in the Russian Federation" written by Daniel Vaughan-Whitehead, describes the Russian wage policy in detail and examines its impact on real wages, minimum wages, and wage differentials, as well as on enterprise efficiency and productivity. The fourth paper "Coping with the Downside of Transition : The Russian Social Protection System and its Challenge" written by Michael Cichon and Lev Yakushev, presents an analysis of social protection trends in the Russian Federation with a detailed annex describing the present social protection system in Russia.
