CEET Advises on Restructuring in Ivanovo, Russia

Following a request by the Ministry of Labour and the social partners in the Russian Federation, the ILO began, in March 1994, a pilot project concerning economic restructuring and Social Dialogue in the Ivanovo oblast’, a textile region north-east of Moscow with severe economic and social problems. The general aim of this project has been to contribute to employment-led growth during transition through sectoral policies, social partnership and efficient and equitable labour market policy at the regional and local levels. Initially, the authority for implementing this project resided with ILO Headquarters in Geneva. From October 1994, ILO-CEET was made responsible for carrying out the project.

In May 1995, a group of experts, consisting of three government officials from Moscow, three members of ILO-CEET and three external experts including an employer, a trade unionist and an independent consultant visited Ivanovo on an exploratory mission. Based on this mission and other background material, each expert wrote a paper with recommendations for the region. These papers were discussed at a meeting in Budapest in September 1995 and a package of policy recommendations was agreed. These recommendations constitute the framework of a draft advisory report which has been translated into Russian and presented to the national and regional counterparts for their comments.

When revisiting the regional situation in Ivanovo, and also in formulating recommendations, the ILO-CEET Team has taken a broad, holistic view of the problems. It has carefully traced the interconnection of the issues of employment, working conditions and social standards with those of the industrial and production structure, technology, physical and social infrastructure, trade relations, and the macroeconomic policy environment.
