Ministers of Education and Ministers of Finance from central and eastern European countries, and some Deputy Ministers, participated in a small, informal meeting in a chateau outside Amsterdam in April to discuss vital aspects of financing educational and training reform. This was a rare opportunity for high-level officials to discuss reform strategies and options in a relaxed, reflective atmosphere. The meeting was hosted by the Dutch Minister of Education, and was co-organised by the World Bank, with financial assistance from the European Union. Participants were also entertained to a reception given by the Queen of the Netherlands.
The Director of ILO-CEET was invited as the guest specialist on labour market issues, and in his formal presentation concentrated on a review of models of skill formation and their feasibility in the evolving labour market conditions. There is a danger that broad access to training and education will continue to be eroded in many countries of the region, and there are doubts about a popular view that there should be partial privatisation of secondary and tertiary education.
