Tripartism is a key for achieving national consensus on major issues of
policy design and reform. Consensus can best be achieved by establishing a
national body that involves not only government, employers and workers,
but also other interested parties and representative groups. Debates must
be open and transparent, with the public being kept informed at all stages
of the reform process.
In order to ensure coordination and unified supervision of the sub-systems,
a central body is required. This should operate on an appropriate legislative
basis with assured budgetary allocations.
As part of their mandate, national bodies should ensure policy cohesion,
conduct research, assemble statistics, monitor the system's administration,
check its conformity with legislation and guarantee a free flow of
information on all matters concerning social protection, financing and the
delivery of benefits.
Individual sub-systems of the social protection system should be subject to
strict supervision by contributors and beneficiaries. In the case of
contributory schemes, there should be a governing body with well defined
powers, while for tax-financed schemes a consultative body might be more
appropriate.
