Covering 350 industrial enterprises in four major
industrial regions, the third round of the Russian Labour
Flexibility Survey (RLFS3) has been completed by CEET.
The RLFS is the largest and most detailed survey of
labour and employment developments in Russian industry,
and now provides data for tracking changes from 1990 to
1993.
Preliminary results indicate that more enterprise
restructuring has taken place than is commonly realised,
although the pace of employment decline slowed in 1993
compared with 1992, while the extent of unpaid "leave"
had grown. That says more about the policy system than
about the response of managements to market signals. For
them it was economically rational to put workers on leave
rather than release them.
The continued decline in enterprise-based training is
brought out in RLFS3. It also appears that how
management were appointed and on what basis made more of
a difference to enterprise restructuring than
'privatisation' per se. Indeed, the concept of
privatisation may prove to be a misnomer in the evolution
of Russian industrial governance.
The main results from RLFS3 will be presented in a
seminar in early 1994. GS
