Training seminar for permanent secretariats of national tripartite Social Dialogue institutions in the Stability Pact countries

The ILO Sub-Regional Office for Central and Eastern Europe and the ILO Geneva’s InFocus Programme on Social Dialogue, Labour Law and Labour Administration held a training seminar for members of permanent secretariats of national tripartite Social Dialogue institutions in the Stability Pact countries in Sarajevo, Bosnia and Herzegovina, on 45 September 2003. The seminar was organized within the framework of a technical cooperation project on promoting Social Dialogue and enhancing technical expertise in labour law in the Stability Pact Countries, which is co-financed by the Governments of France and Italy. In addition, the Czech Government co-funded the Sarajevo training seminar.
Representatives from Albania, Bosnia and Herzegovina (state and entity level), Croatia, Bulgaria, Kosovo, Montenegro, Serbia and Romania participated in the seminar. The seminar was opened by Dr Safet Halilovic, Minister of Civil Affairs of Bosnia and Herzegovina; Dr Alois Buchta, ambassador of the Czech Republic in Bosnia and Herzegovina; and Mr Youcef Ghellab, senior specialist from the ILO Sub-Regional Office.
The seminar was divided into three sessions. The first session was dedicated to national tripartite Social Dialogue as a tool for economic and social reforms, while the second focused on the institutions of national Social Dialogue, using a comparative overview. Examples pertaining to the choice of national priorities for Social Dialogue and institutional evolution for national Social Dialogue were illustrated through the cases of Hungary and Ireland. The third session dealt with the assessment of the strengths and weaknesses of the Social Dialogue systems in the region, and a joint elaboration of the possibilities for more efficient Social Dialogue in the Balkan states.
Discussions and group work, which followed the presentations on the above topics, pointed out the existence of different levels of Social Dialogue in the Stability Pact countries, and different priorities for tripartite cooperation. For example, some countries are concerned with the harmonization of legislation so as to comply with the requirements for EU accession. In these countries, fiscal policy reform and sectoral restructuring are also seen as a priority for tripartite cooperation. Other countries are mainly concerned with the challenges of privatization, reforms in labour legislation, the pension system, and employment and social policy. Thus, all countries share the same underlying concerns poverty and high unemployment. From the institutional point of view, it appears that more attention should be given to staff training, preparation of meetings and their follow up.
This seminar, with its regional approach, proved to be not only a useful forum for sharing experiences and assessing the development of Social Dialogue in the region, but also an opportunity for the participants to reflect jointly over the possibilities for further Social Dialogue in the Stability Pact recipient countries.
