» From Disability Benefits to Gainful Employment
Following the recent ILO publication "The Public Employment Service in a Changing Labour Market", which meanwhile has been translated into 9 languages, (among them Russian and Ukrainian) encouraging the exchange of best practice and experience between Balkan Stability Pact countries, EU candidate and EU members countries in the field of Public Employment Services will be a key issue for the work of the ILO SRO-Budapest office.
In Central and Eastern Europe Public Employment Services as well as Private Employment Agencies play a key role in fighting unemployment through provision of placement and training through quick and good placement to the benefit both of jobseekers and employers. PES also act as monitoring and advisory systems regarding the necessary adaptations of the (vocational) education and training system, as they have to react sensitively to changing demands on the labour market.
By providing benefits to those unable to find a job themselves, PES prevent jobseekers with difficulties from falling into the poverty trap.
