Knowledge in management of Vocational Rehabilitation in Selected Stability Pact Countries

» Vocational Training System of Bulgaria
» From Disability Benefits to Gainful Employment
» The Public Employment Service in a Changing Labour Market

This project is funded by the Austrian Federal Ministry of Social Affairs and Generations and has been designed – in view of the European Year of Persons with Disabilities 2003 - to provide selected Stability Pact Countries with advanced knowledge in management of vocational rehabilitation.

Meanwhile, activities in three countries have been set up under this project title.
In Serbia, this project helps
  • to draft new legislation on employment of persons with disabilities and
  • to set up a National Qualification Center for Persons with Disabilities

Train the trainer programs took place at the BBRZ (Vocational Education and Training Center) Linz. Those activities may be resumed when the new Government in Serbia will be in power.
In Bulgaria, a seminar on management of vocational rehabilitation schemes took place in October 2003. This aims to contribute to the set-up of vocational rehabilitation institutions apt to meet the EU acquis communautaire.
As to Croatia, originally included into the countries eligible under this grant, the project didn’t materialize, although there has been a high-level communication by SRO Budapest and an exploratory mission by BBRZ experts.
With the donor’s approval, Romania has been chosen instead. The Upper Austria branch of "Pro Mente", an institution of high reputation for its care for persons with mental disabilities, will implement a pilot project on vocational rehabilitation of mentally disturbed adults in the region of Suceava (North-East), which is to gain further experience for new national legislation on that issue.
