Regional Workshop to prepare a network of Trade Union Focal Points in source and destination countries
25 - 26 November 2008, Kiev, Ukraine

This high-level event is closely linked to the Global Trade Union Alliance to Combat Forced Labour and Trafficking and will raise awareness and facilitate co-operation and partnership to fight human trafficking, bringing together representatives from trade unions and NGOs from Greece, Italy, Ireland, Moldova, Portugal, Romania, Russia, Spain and Ukraine.

The regional workshop is part of the EC funded ILO project “Elimination of human trafficking from Moldova and Ukraine through labour market based measures” and is organized in cooperation with ILO and the International Trade Union Confederation (ITUC). The workshop will feature experts and key actors in the fight against forced labour and trafficking for labour exploitation. more

0 Subregional Trade Union Seminar on "Strengthening Sectoral Social Dialogue in South East Europe and Moldova" for workers' organizations from Albania, Bosnia and Herzegovina, FYR Macedonia, Moldova, Montenegro, Serbia, Kosovo [as defined by UN Security Council Resolution No. 1244]
9-10 October 2008, Budapest, Hungary

The seminar is part of the Austrian funded project on "Consolidating the legal and institutional foundations of social dialogue in the countries of Western Balkans and Moldova".

The objectives of the seminar are:
- to discuss the aims and goals of the project,
- to address the gaps in the trade unions' infrastructure, organisations and management capacities; enhance their skills in bipartite social dialogue and to increase the quality of the women employees' bargaining skills in order to rebalance the wage power between men and women workers,
- to set up the Project Advisory Team.

0 The ILO-SRO Budapest, in collaboration with the Ministry of Labour, Social Affairs and Equal Opportunities of Albania, organized the Fourth Tripartite National Labour Conference on “Addressing the problem of informal economy in the construction sector through social dialogue in Albania” on 23 September 2008 in Durresi, Albania , as a follow up to the Conference held in 2007 on informality and undeclared work in the Albanian economy.

The informal economy is widespread in Albania. It is of a great concern for the government, employers' and workers' organisations as well as the priority of the new Decent Work Country Programme (DWCP) 2008 – 2010 for Albania. The experience of several European countries shows that through social dialogue the government and social partners can work together to build an effective strategy to address this problem. » more

The seminar is a continuation of the work from the ETUC Balkans Trade Union Forum regional conference in Brussels, June 2005 and the ILO subregional trade union seminar in Budapest, November 2005 dealing with trade union strategies in the conditions of "transition" and European integration of South Eastern Europe. The main aim is to summarise the experience of the two events and map out possible ways of cooperation on bilateral, multilateral and regional basis. How best to use available structures and policies to facilitate the development of trade union strategies and their implementation on the ground.

Bulgaria: helping businesses to enter the formal economy
GENEVA (ILO Online) - In 2003, a new regulation was introduced in Bulgaria, whereby it became compulsory for employers to register all labour contracts. In addition, as many employers and enterprises are unaware about the new regulations, there is a strong need now to inform them on how to conform with the new system. The ILO's Bureau for Employers' Activities (ACT/EMP) supports the Bulgarian Industrial Association (BIA) - the largest Bulgarian employers' organization, to help companies moving from informality to formality. ILO on line spoke with Henrik Moller and Jean-Marie Standaert, both from ACT/EMP, who assist BIA in making this happen.
