Strengthening
Social Dialogue and Tripartism is the fourth strategic objective of
the ILO. The mandate of the ILO is to promote the principle and the
practice of Social Dialogue among its member states, as an instrument
of democracy, participation and rights at work.
The participation
of workers' and employers' organizations together with the representatives
of governments in the shaping of social and economic policies which
have a direct impact on the world of labour and enterprise is vital
for the stability of society and competitiveness of the economy.
In Central and Eastern Europe, the role of Social Dialogue is vital given the
challenges facing the countries in the region in terms of EU enlargement, industrial
restructuring, privatization, labour legislation reform and the formulation of
sound policies addressing labour market and social protection issues.
In the last decade, a number of measures have been taken by governments to lay
the foundations of a sound system of industrial relations, including the protection
of the principle of freedom of association and the right to collective bargaining,
the reform of the legal framework and the setting up of institutions for Social
Dialogue. The institutions for Social Dialogue represent the very forums within
which government representatives and workers' and employers' organizations could
interact on social and economic policies.
The importance of Social Dialogue as an instrument of participation and realization
of fundamental principles and rights at work and of consensus building on social
and economic policies is far from being accepted and understood everywhere in
the region. There are still a number of problems preventing Social Dialogue from
operating properly in the region, such as the insufficient legal framework, the
weakness of social partners, the ineffectiveness of the institutions of Social
Dialogue and a lack of experience in Social Dialogue.
The role of ILO SRO-Budapest is to advocate the role of Social Dialogue and to
promote the practice of Social Dialogue at all levels of the decision-making
process in the countries of the region. It provides assistance in strengthening
bipartite and tripartite institutions for Social Dialogue at all levels of decision
making, in reforming the legal framework, and in strengthening government institutions
in dealing with Social Dialogue and industrial relations.
In this regard, ILO SRO-Budapest provides a whole range of services ranging from
training activities, technical seminars, advisory missions and sub-regional meetings
for exchange of information and experience among the constituents in the region
on common issues related to Social Dialogue and tripartism. Also, it runs technical
cooperation projects funded by different donors aimed at strengthening the framework
and the practice of Social Dialogue in the countries of the region on a medium-term
basis.

Bulgaria: helping businesses to enter the formal economy
GENEVA (ILO Online) - In 2003, a new regulation was introduced in Bulgaria, whereby it became compulsory for employers to register all labour contracts. In addition, as many employers and enterprises are unaware about the new regulations, there is a strong need now to inform them on how to conform with the new system. The ILO's Bureau for Employers' Activities (ACT/EMP) supports the Bulgarian Industrial Association (BIA) - the largest Bulgarian employers' organization, to help companies moving from informality to formality. ILO on line spoke with Henrik Moller and Jean-Marie Standaert, both from ACT/EMP, who assist BIA in making this happen. |

A package for social and economic progress
The Albanian pilot of the One UN Programme will make use of the experiences of the International Labour Organization (ILO) gained in the field. As the only tripartite organisation within the United Nations system, the ILO plays a key role in involving social partners in the recently launched UN reform process.
