On the 28th of September 2009 the ILO convened a closing seminar of the Project “Consolidating the legal and institutional foundations of social dialogue in Ukraine”

The Project which was implemented by the ILO and funded by the German government from 2006-2009 focused on the following areas:

• Promoting labour law reform (preparation of the draft Labour Code and Social Dialogue Law) compliant to EU and international standards;
• Assisting in establishing an effective institutional framework for social dialogue.

The participants in the workshop representing the Ukrainian government, the organizations of employers and trade unions as well as representatives of academia, international organizations, the Embassies of Germany, the United States of America, and France, discussed the main results of the project based on the findings of an independent evaluation.

The discussion stressed the following key achievements of the Project:
• The development of the draft Labour Code and the draft Social Dialogue law with full involvement of the government and social partners which was key to a smooth passing of both drafts in the first Parliamentary reading (more than 300 votes each);
• The ILO comments prepared on both legal texts served as a reference to the Ukrainian drafters and enabled them to find numerous compromises and improve the overall quality of both drafts;
• The institutional capacity of the National Tripartite Social and Economic Council which was established in 2006 has been enhanced and its Secretariat significantly strengthened;
• The Project introduced Ukrainian stakeholders to a variety of best practices of social dialogue and labour law. Important publications on social dialogue and labour law reform were produced;
• The Project's integrated approach multiplied the effects of international cooperation and created the needed synergy while attracting additional financial resources and pro bono services from business companies and local institutions;
• Good practices developed within the Project may be replicated in similar projects worldwide.

The ILO’s expertise in the area of labour law reform and strengthening of social dialogue was highly appreciated by the Ukrainian tripartite constituents. The Social Dialogue Project has laid solid foundations which will be further consolidated through ILO technical assistance mechanisms in the years to come.

Bulgaria: helping businesses to enter the formal economy
GENEVA (ILO Online) - In 2003, a new regulation was introduced in Bulgaria, whereby it became compulsory for employers to register all labour contracts. In addition, as many employers and enterprises are unaware about the new regulations, there is a strong need now to inform them on how to conform with the new system. The ILO's Bureau for Employers' Activities (ACT/EMP) supports the Bulgarian Industrial Association (BIA) - the largest Bulgarian employers' organization, to help companies moving from informality to formality. ILO on line spoke with Henrik Moller and Jean-Marie Standaert, both from ACT/EMP, who assist BIA in making this happen.
